Heavy rain, flooding, storm surges, tsunamis, liquefaction, and the condition of the building can all affect how safe and comfortable a property may be during a natural disaster in Tokyo.

It is also important not to judge an area based on just one piece of information. A neighborhood on higher ground may have relatively favorable ground conditions but still experience flooding during an intense rainstorm. In this scenario, about 60 percent of the 23 ward area could experience seismic intensity of 6 or higher. The estimated damage includes 194,431 damaged buildings, 6,148 deaths, about 2.99 million evacuees, and approximately 4.53 million stranded commuters and others. These figures are planning estimates rather than a prediction of what will happen in a particular earthquake.

A recent real earthquake also shows how a relatively moderate event can affect daily life in Tokyo. Heavy rainfall can cause two different types of flooding. One is river flooding, when a river overflows. The other is internal flooding, when rainfall exceeds the capacity of drainage and sewer systems.

This distinction is important because a property does not have to be directly beside a major river to experience flooding.

Tokyo has been strengthening its flood control systems for many years. However, the ward is not one uniform plateau. The Meguro River and Nomigawa River have created valleys through the area, and the ward contains both plateau areas and lower areas along rivers.

This geographical difference became particularly important in 2025.

On July 10 and September 11, 2025, heavy rain caused road and greenway flooding and flooding of homes in several parts of Meguro. The September event alone resulted in approximately 400 requests for damage investigations. The ward later stated that the two major rain events in July and September resulted in about 450 cases of flooding affecting the upper or lower levels of homes.

This is a valuable recent example because Meguro is often thought of as a relatively favorable area in terms of ground conditions. Yet intense rainfall still caused significant local flooding.

The response also shows how actual disaster experience can lead to new measures. Following the 2025 flooding, Meguro introduced plans to provide approximately 10 drainage pumps for residents to borrow, increased support for flood barriers, and expanded emergency sandbag storage. The ward increased the subsidy rate for flood barrier installation for individuals from three quarters to nine tenths.

Meguro’s flood hazard map was also updated in March 2026. The current map includes information on river flooding, stormwater flooding, and storm surge, and the ward now provides an English version.

The lesson is not that Meguro is unsafe. The lesson is that even an area with relatively favorable ground conditions can have local flooding problems when rainfall is exceptionally intense.

The Arakawa Example: Low Lying Does Not Automatically Mean More Damage

The opposite example can be found in eastern Tokyo.

Areas around the Arakawa River, including parts of Katsushika and Edogawa, are very low lying. Katsushika is surrounded by several rivers, including the Arakawa, Edogawa, Nakagawa, and Ayasegawa, and about half of the ward is in a zero meter zone. Edogawa has an even larger exposure, with approximately 70 percent of its land area in a zero meter zone.

This clearly means that large-scale flooding remains a serious risk. It would be wrong to describe these areas as generally safe from flooding.

However, there is another side to the story.

Eastern Tokyo has experienced major flooding repeatedly over many decades. As a result, substantial flood control infrastructure has been developed. Katsushika itself explains that floodgates and sewerage improvements have been introduced following repeated flooding, and that large inundation damage has become less frequent in recent years.

One example is the Ayase Drainage Station in Katsushika. The facility has two pumps with a combined drainage capacity of 100 cubic meters per second. During the heavy rain associated with Typhoon No. 2 in June 2023, the station discharged approximately 13.69 million cubic meters of water.

This is exactly why elevation alone is not enough to evaluate flood risk.

A low lying neighborhood may have a serious potential flood risk on a hazard map, but it may also have large scale infrastructure designed specifically to move water away from residential areas. Meanwhile, a higher area may still have local drainage problems during an exceptionally intense rainstorm.

This does not mean that living near Arakawa is safer than living in western Tokyo in every situation. There is no reliable basis for making such a broad statement. The important point is that actual risk depends on both natural conditions and the infrastructure that has been built to respond to them.

River Flooding and Internal Flooding Are Different

When comparing rental properties, it is useful to understand the difference between river flooding and internal flooding.

River flooding occurs when a river exceeds the capacity of its channel or flood control system. In a major event, water can spread over a large area and remain for an extended period.

Internal flooding is different. Very intense rainfall can overwhelm local drains and sewer systems before the water can be carried away. This can cause flooding around roads, entrances, basements, underground parking areas, and lower floors even when a major river has not overflowed.

The 2025 Meguro floods are a useful example of this type of local risk.

For this reason, a property that is several streets away from a river should not automatically be considered free from flood risk. The exact location, road level, drainage system, building entrance, and basement design can all matter.

The current Tokyo Flood Risk Map and address based services allow you to check expected inundation depth and other information for specific locations.

Tsunami and Storm Surge Risk

Tsunami risk in central Tokyo is lower than in many coastal parts of Japan, but it is not zero.

According to the Tokyo Metropolitan Government’s current disaster prevention guide, a major Nankai Trough earthquake could produce maximum tsunami heights of about 2 to 2.6 meters in parts of Tokyo’s 23 wards. The modeled maximum is 2.63 meters in Koto Ward, followed by 2.42 meters in Chuo Ward, 2.38 meters in Shinagawa Ward, 2.37 meters in Minato Ward, 2.25 meters in Ota Ward, and 2.24 meters in Edogawa Ward. The maximum height could arrive in around 1 hour and 20 minutes at the earliest.

For most apartment searches in Tokyo, tsunami is unlikely to be the main factor. However, it becomes more relevant when considering properties close to Tokyo Bay or major rivers.

Storm surge is another issue for coastal areas. Tokyo revised its storm surge inundation maps in January 2025.
